Programme budget 2020-2021

Overview

The Proposed programme budget 2020–2021 marks a major step forward in the transformation of WHO. The Proposed programme budget aims to turn the bold vision of the Thirteenth General Programme of Work, 2019–2023 (GPW 13) into reality: by delivering impact for people at the country level. It is the first Proposed programme budget developed under GPW 13 and a vital element in ensuring implementation of the strategy set forth in GPW 13.

The vision of GPW 13 – impact for people at the country level – is also the overarching objective of the Proposed programme budget 2020–2021. To achieve this objective, the form of the Proposed programme budget will differ from that of previous programme budgets; in particular, the Secretariat will:

  • focus on measurable impacts to improve people’s health;
  • prioritize its work to drive public health impacts in every country and demonstrate how resources will be aligned with delivery of these impacts;
  • change from a disease-specific approach to a more integrated and health-systems-oriented approach to drive sustainable outcomes;
  • align and build synergies in delivering the work of the three levels of the Organization.

Overarching principle that financial resources should not be used without an expectation of measurable results in terms of improving people’s health. Efforts will focus on delivering sustainable outcomes and impacts at the country level, to which programmes will contribute, and not merely on sustaining programmatic activities. The Secretariat will increasingly promote approaches that build synergies between health systems and programmes and build coherence and integrated working between the levels of the Organization.
